My Goodman Heat Pump (outside) won't turn on?

The inside blower blows out cold air and it goes on, but only cold air is blowing and the outside central air/heat pump doesn't click on. I checked the metal box on the wall and removed the plug and put it back in, and also shut off the switch on the fuse box. It was working fine until a week ago. Any suggestions? (it is a private rental and I would like to figure this out because it seems like it should be simple-I hope!) Any suggestions - greatly appreciated!

This is a combination air-cooling for summertime and air-heating for wintertime unit that utilizes a compressor of coolant to either send the compressed coolant gas through an outside air, fan blown cooling coil and on through an expansion valve to cooling coils inside of the house for cooling the inside air during summertime; and sending the hot compressed gas through other coils inside the house to extract the heat therein during wintertime, is it?

There are a multitude of sensor contacts and switching valves in this complex system, and any *one* thing not working properly could cause a complete "breakdown", but if the compressor refuses to start, I would suspect a bad capacitor in the motor circuit to be the culprit.

I'm afraid that you are going to be forced to contact a reliable, recommended repair person to find and fix your problem.
